TRAI suggests PPP model for laying optical fibres for broadband in rural areas

The Public Private Partnership (PPP) model has been recommended by the Telecom Regulatory Authority of India (TRAI). On Monday, the telecom watch dog said that this model will work well in India to roll out broadband networks in rural areas. 

TRAI said, A PPP model that aligns private incentives with long term service delivery in the vein of the Build-Own-Operate Transfer/Build-Operate-Transfer models of implementation be the preferred means of implementation. It has said that the contract period should be for 25 years. This may be extended by 10, 20 or 30 years. 

The optical fibre network system in rural areas is currently handled by the Bharat Broadband Network Limited (BBNL). BBNL is jointly run by BSNL, Power Grid and Railtel. The Rs. 20, 000 crore project for laying optical fibres has met with many hurdles and has missed many deadlines since its launch in 2011.
