Are Back Seat Passengers in a Car Out of Risk from an Accident without Seat Belt?

Is it true that the risk of accidents is very less or no for the back seat passengers in a car when they travel without wearing the seat belt? While the traffic rules and police insist the driver and front seat passengers to wear seat belt and fine Rs.100/- if they don�t, why are the back seat passengers totally ignored?
 
Shockingly, in a cab accident on Wednesday, when the vehicle hit the tree head on, three BPO employees died and they were sitting in the back seat. However, the driver and passenger in the front seat survived, because they were wearing seat belts. The fact is, unbelted passengers, particularly in the back seat are more prone to the risk of accidents, as they can easily fling forward and this proves to be very dangerous - equal or more than front seat passengers.  But the seat can ensure that the passenger is not thrown forward.
 
According to a study conducted by Tokyo University and when looked at the recent records, it is found that over 100, 000 drivers involved in accidents, the risk of danger is about 6 times higher for the back seat passengers than the ones in front seat. This report emphasizes the need for all passengers in the car to wear their seat belt while they travel.
