How to Apply for Non-MSB Fire License Registration and Renewal (DFR-402)Online Easily!!

Purpose:

The Non-MSB Fire License Registration and Renewal service enables owners and operators of Non-Multi-Storied Buildings (Non-MSB) to obtain a new fire license or renew an existing one through the e-District portal. This service is designed for:

- Building owners of non-MSB properties requiring statutory fire license
- Business establishments operating in non-MSB premises (restaurants, commercial complexes, etc.)
- Facility managers responsible for fire safety compliance
- Existing license holders needing annual renewal of their fire license

Required Information:

Mandatory Details for New License:

- Premises Number and Name of building (complete building identification)
- Contact details of the owner/applicant
- Occupant details (occupancy type and information)
- Description of business/activity conducted
- Building particulars (general building specifications)
- Observation and side set back details (building clearances)
- Nearest means of communication (access points for emergency services)
- Installed fire-fighting equipment details
- Fire detection system specifications
- Declaration acceptance (applicant declarations)

For Renewal Applications:

- Existing License Number (Application Number of approved New Non-MSB Fire License application)
- Click Search - All saved details auto-populate in pre-filled mode

Special Requirements:

- Non-MSB Classification: Specifically for buildings not classified as Multi-Storied Buildings requiring fire license under the Tamil Nadu Fire Service Act 1985
- Field Identification: Red asterisk (*) fields are mandatory | Green asterisk fields are optional mandatory
- Renewal Automation: For renewals, simply enter License Number and click Search - all saved details auto-populate in the form
- Annual Validity: License valid for ONE YEAR from date of issue
- Legal Framework: License issued under Section 13 of the Tamil Nadu Fire Service Act 1985 and Tamil Nadu Fire Service Rules 1990 Appendix III

Step-by-Step Application/Renewal Process:

- Access the Portal: Login to the [Tamil Nadu e-Sevai Portal](https://tnesevai.tn.gov.in) as an O>Operator
- Navigate to Service: Click on Services from the left panel | Select Directorate of Fire & Rescue from the department list | Click on DFR-402 Non-MSB Fire License Registration and Renewal
- Select License Type: Specify whether applying for New License or Renewal | For Renewal enter existing License Number - Click Search - All saved details auto-populate in pre-filled mode

Fill the Registration Form (for New License):

- Section A: Fire License for Non-MSB - Specify license type (New/Renewal)
- Section B: Building and Contact Details - Premises Number and Name of building complete building identification | Contact details owner/applicant phone, email, address
- Section C: Occupancy and Building Information - Occupant details type of occupancy, number of occupants, etc. | Description nature of business/activity conducted | Building, General, Particulars construction type, materials, age of building, etc.
- Section D: Site and Access Details - Observation, Side Set Back building clearances from property boundaries | Nearest means of communication road access, approach routes for fire tenders
- Section E: Fire Safety Systems - Installed fire-fighting equipment type, quantity, location of extinguishers, hose reels, etc. | Fire detection details of fire alarm systems, smoke detectors, etc.
- Section F: Declaration - Accept the declaration statements confirming accuracy of information

- Submit Application: Click Submit
- Choose Document Delivery Method: Option A Attach Soft Copies upload documents electronically | Option B Physical Delivery submit documents manually at the center

Upload Documents (if Option A selected):

- System displays the list of required documents
- Browse and select documents from your computer
- `Upload` button appears after document selection
- Attach documents in prescribed file size and format
- Uploaded documents appear at bottom of screen for verification

Make Payment:

- Click Make Payment after document upload
- Total Fees for the service will be displayed
- Click Confirm Payment to proceed

Download Acknowledgement:

- Click Print Receipt to download or print the acknowledgement receipt
- Keep receipt for future reference and tracking

- Copy of Approved Plan of the Building approved building plan
- Covering Letter application cover letter
- Ownership or authorization documents
- Previous license copy for renewals
- Building plan approval from competent authority
- Proof of business registration

Payment Details:

- Service Fees: As displayed on payment page
- Payment Confirmation: Required to complete application submission
- Fee Structure: Determined by Directorate of Fire & Rescue norms

After Submission:

- Draft Applications: Visible under Saved Application section for incomplete submissions
- Submitted Applications: Viewable under Submitted Application section
- Status Tracking: Check current status from Check Status section using application number
- Receipt Reprint: Acknowledgement receipts can be re-printed from Reprint Receipt section
- Approval Workflow: Application goes to District Officer or Assistant District Officer for approval
- Inspection: Premises inspected by Station Officer or FSDO

Downloading License Certificate:

- Check Status: Go to Check Status section
- Enter Application Number: Your acknowledgement or application number
- Click Search: System displays application details
- Download Certificate: Click Download certificate link once status shows approved and digitally signed
- Handover: Provide downloaded license certificate to applicant

Key Fire License Conditions (as per Appendix V Col.13 of Rules under Section 13 of the Act):

- Validity Period: This License is valid for one year from the date of issue
- Other Approvals: The applicant will also get permission or No Objection Certificate from other departments as necessary
- Changes to Building or Business: If extension or alteration is made in the existing building o or changing of present business must apply and get separate permission
- Regular License: Regular License has to be obtained from competent authority
- Cancellation Clause: If there is any deviation from Government Rules and Act the license issued will stand cancelled
- Equipment Maintenance: All Fire Extinguishers have to be recharged and maintained periodically as per code practice in IS 2190:2010
- Staff Training: Advise to train the employees to operate the fire extinguisher

Important Notes:

- Renewal Convenience: All saved details auto-populate when entering existing License Number and clicking Search
- Timely Renewal: Apply before license expiry valid for ONE YEAR from date of issue
- Annual Requirement: License must be renewed every year on or before expiry date
- Document Options: Choose between electronic upload or physical submission
- Inspection Mandatory: Premises will be inspected by Fire Service officers
