Chennai Corporation Fines 120 Bulk Waste Generators ₹6.60 Lakh for Waste Management Violations

The Greater Chennai Corporation (GCC) has collected ₹6.60 lakh in fines from 120 non-compliant Bulk Waste Generators (BWGs) over the past 40 days, beginning August 6, 2026. The action was taken against establishments that failed to comply with the Solid Waste Management Rules, 2026.

The enforcement drive covers 120 violators among 3,204 registered Bulk Waste Generators in Chennai. The Corporation has also announced stricter implementation of waste segregation rules from October 1, 2026.

BWGs Must Segregate Waste From October 1

From October 1, Bulk Waste Generators will be required to segregate waste at source and hand it over either to the Greater Chennai Corporation or to empanelled waste-management vendors.

In zones where GCC manages source segregation, Corporation workers will collect the segregated waste. The Corporation has also instructed its workers to transport different types of waste in separate compartments of garbage-collection vehicles.

Who Is Classified as a Bulk Waste Generator?

Under the Solid Waste Management Rules, establishments can be classified as Bulk Waste Generators (BWGs) based on their waste generation, built-up area or water consumption.

The criteria include establishments that:

- Generate 100 kg or more of solid waste per day

- Have a built-up area of 20,000 square metres or more

- Consume 40,000 litres or more of water per day

The rules cover establishments such as corporate offices, residential welfare associations, hotels, hospitals, IT parks, marriage halls and other commercial establishments.

90% of BWGs Have Registered

Around 90% of eligible BWGs within the Greater Chennai Corporation limits have registered. The remaining establishments have been instructed to complete their registration through the CPCB portal.

Non-compliant units can face fines ranging from ₹5,000 to ₹25,000, along with further enforcement action for continued violations.

Four-Way Waste Segregation

BWGs are required to use colour-coded bins to separate waste at the source. The segregation system covers:

- Biodegradable waste

- Non-biodegradable waste

- Sanitary waste

- Domestic hazardous or special-care waste

The GCC has also made source segregatioion an important part of its wider solid waste management system across Chennai.

Waste Records and Online Reporting

Bulk Waste Generators must maintain records related to waste processing and disposal and submit the required reports through the GCC and CPCB online portals.

Zonal staff and Swachh Bharat campaigners will assist establishments with the online reporting process.

The GCC has been promoting source segregation to reduce the quantity of waste sent to landfill sites and improve waste processing and recycling.

Chennai Steps Up Solid Waste Management

The latest enforcement drive highlights the Corporation`s efforts to improve solid waste management in Chennai and ensure that bulk waste generators take responsibility for segregating and handing over waste appropriately.

With stricter enforcement beginning October 1, BWGs across Chennai will need to ensure that their waste is properly segregated, processed or handed over through authorised channels to avoid penalties.
