In recent times in Chennai, many buildings have been locked and sealed by GCC for violating the sanctioned building plan. To avoid violations by the buildings, GCC would be inspecting all the buildings that are in the base or plinth stage of construction.
All assistant engineers, all executive engineers and zonal executive engineers would become very busy in the coming days in Chennai as they would be visiting various construction sites in Chennai to identify unauthorised constructions and deviations. These officials would take action as per Tamil Nadu Town and Country Planning Act, 1971.
It is now mentioned that an action taken report (against the unauthorised and deviated constructions in the 15 GCC zones) would be accompanied with the plinth level inspection report.
It was highlighted by an official that if any violation was observed in the later stages of the building construction where plinth level report was not prepared then strict disciplinary action would be taken against the assistant engineer or junior engineer. The need for inspection of all the buildings at the plinth stage itself for avoiding deviation in the sanctioned plan was stressed by the urban planners.
If the construction of the building at the plinth levels was according to the sanctioned plan then the building owners as well as the developers would be advised regarding how to proceed. The engineers would issue notice in case any deviation from the sanctioned plan was observed.
In case of unauthorised constructions of buildings, the officers belonging to the Chennai Corporation have been asked to stop the construction. After getting the planning permission only, the construction would be allowed to proceed further.
Information is that the inspection would not only be restricted to plinth level alone but it would also be carried out as per the existing procedure. Assistant engineers would submit the inspection report to assistant executive engineers and this would be done after inspecting the buildings in each of the 200 wards. Point is that atleast 25% of the buildings would be counter checked by the assistant executive engineers and a report would be sent to the executive engineers of 15 GCC zones.
