New Procedure from September 15: Major Relief for Property Loan Borrowers in Tamil Nadu

Property owners and borrowers in Tamil Nadu can expect a simpler registration process from September 15, 2026, as the state government introduces a new online system for registering mortgage-related documents.

Under the new procedure, borrowers who obtain loans by mortgaging their property will no longer need to personally visit the Sub-Registrar`s office to register the Deposit of Title Deeds (MODT). Similarly, documents related to the release of the mortgage after the loan has been fully repaid can also be processed online.

The move is expected to save time for borrowers and reduce the need for repeated visits to government offices.

New System Under STAR 3.0

The initiative follows an announcement made in the Tamil Nadu Legislative Assembly on September 7 by the Minister for Commercial Taxes and Registration.

Following a proposal from the Inspector General of Registration, the Principal Secretary of the Commercial Taxes and Registration Department issued the government order introducing the new procedure.

The system is being implemented as part of the expansion of Anywhere Registration under the STAR 3.0 project, which aims to modernise registration services through digital technology.

No More Long Waits at Sub-Registrar Offices

Until now, borrowers and bank officials generally had to visit the Sub-Registrar`s office to register property mortgage documents for home loans, business loans and other loans secured against property.

A separate visit was also required to register mortgage-release documents after the loan was repaid.

Under the new system, banks and financial institutions can submit the necessary documents electronically, reducing the need for borrowers to be physically present at the registration office.

This could make the process more convenient for people who would otherwise have to take time away from work or their daily responsibilities.

Faster Loan Processing

The digital system is also expected to help financial institutions process loans more efficiently by reducing delays associated with appointments and physical document submission.

Authorised commercial banks, cooperative banks, rural banks and Non-Banking Financial Companies (NBFCs) will have dedicated institutional access to the Tamil Nadu government`s STAR 3.0 portal.

Bank officials or authorised representatives can use the portal to submit documents directly to the Sub-Registrar.

Mortgage Details to Be Digitally Updated

Under the new system, mortgage-related documents will be submitted electronically and the relevant details will be recorded in the property`s Encumbrance Certificate (EC).

The digital process is intended to improve the speed and accuracy of updating property records.

Digital Security Measures to Prevent Fraud

The new contactless registration system also introduces several security features designed to improve document verification and reduce the possibility of fraud.

Digital signatures: Registered documents can be approved using the Sub-Registrar`s digital signature.

QR codes: QR codes will be included on registered documents, allowing their authenticity to be verified electronically.

Reduced risk of multiple mortgages: Faster digital updates to property records are intended to make it more difficult to fraudulently mortgage the same property with multiple financial institutions using forged documents.

Online access to documents: Digital copies of registered documents and certified certificates will also be made available for people to download online.

A Step Towards Digital Registration

The new system is aimed at reducing physical visits to government offices, improving transparency and speeding up registration services.

For borrowers, the biggest benefit will be the ability to complete mortgage-related registration through their financial institution rather than repeatedly visiting a Sub-Registrar`s office.

The new procedure will come into effect on September 15, 2026, marking another step towards a more digital and contactless property registration system in Tamil Nadu.
