Tamil Nadu to Simplify Revenue Certificate Process with Faster Three-Step Approval System

The Tamil Nadu government is set to simplify the process for issuing key revenue certificates, introducing a three-step approval system aimed at reducing delays, improving efficiency, and limiting opportunities for corruption.

The proposed reform is expected to be announced during the forthcoming Assembly session and will replace the existing multi-level approval procedure followed by the Revenue Department.

Revenue Certificates Covered Under the New Process

The simplified procedure is proposed to cover important certificates such as Community Certificate, Income Certificate, Nativity Certificate, Residence Certificate, Legal Heir Certificate, Widow Certificate, Deserted Woman Certificate, and Unmarried Certificate.

Citizens currently apply for these certificates through e-Seva Centres, after which applications pass through multiple levels of verification and scrutiny before receiving final approval.

Present Revenue Certificate Approval Process

Under the existing system, an application moves through four stages:

VAO → Revenue Inspector → Headquarters Deputy Tahsildar/Deputy Tahsildar → Tahsildar

The Village Administrative Officer (VAO) conducts field verification, followed by scrutiny at subsequent levels. The Tahsildar serves as the final approving and signing authority.

Proposed Three-Step Approval Process

Under the proposed system, the Deputy Tahsildar stage will be removed, reducing the procedure to:

VAO → Revenue Inspector → Tahsildar

Applications will first be verified by the VAO and Revenue Inspector before being sent directly to the Tahsildar for final approval.

The change is expected to shorten processing times and make it easier for citizens to obtain essential certificates.

VAO Association Suggests Further Simplification

The Tamil Nadu Village Administrative Officers` Association has welcomed the proposal while suggesting that the government consider an even simpler two-step process.

The association has proposed that applications could be verified either by the VAO or Revenue Inspector and then forwarded directly to the Tahsildar for approval.

The Tamil Nadu government is expected to formally announce the revised procedure during the upcoming Assembly session as part of efforts to improve citizen-centric revenue services and administrative efficiency.
