Is the Advanced Vessel Tracking System good?

The efficiency of the advanced vessel tracking system has come under the scanner after officials of the Mercantile Marine Department (MMD) and the Indian Coast Guard (ICG) have been unable to find the ship that rammed into a boat off the Chennai coast on Saturday. The ship in question had rammed the boat in spite of the survivors having tied red and green lights on a pole while attending to a technical snag. One person is feared to be dead due to the accident.
Speaking to the media, veteran sailor and maritime safety expert Captain M.A. Pillai said, It is not clear why the authorities are not using such sophisticated satellite based equipment in their investigations. While LRIT (Long Range Identification and Tracking) system can cover thousands of nautical miles. The Automatic Identification System (AIS) is also being ignored in the investigation.
