Tamil Nadu Budget 2026: ₹29,863 Crore Allocated for MAWS; Cooum & Adyar Rejuvenation, 24x7 Water Supply in Focus

The Tamil Nadu Budget 2026–27 has allocated ₹29,863 crore to the Municipal Administration and Water Supply (MAWS) Department, headed by Chief Minister C. Joseph Vijay. The allocation marks a significant increase from last year`s ₹26,678 crore, reflecting the government`s commitment to strengthening urban infrastructure and public services across the State.

Finance Minister N. Marie Wilson announced a series of major civic initiatives, including the rejuvenation of the Cooum and Adyar rivers, a 24x7 drinking water supply network for Chennai, smart parking systems, flood resilience measures, and integrated urban development projects.

Cooum and Adyar Rivers to Undergo Major Eco-Restoration

One of the key highlights of the Budget is the comprehensive eco-restoration of the Cooum and Adyar rivers. Inspired by internationally acclaimed river restoration projects such as Seoul`s Cheonggyecheon Stream and Singapore`s Kallang River, the Tamil Nadu government will invite global tenders to prepare Detailed Feasibility Reports (DFR) and Detailed Project Reports (DPR).

The government aims to transform the polluted waterways into vibrant public spaces featuring:

- Recreational boating facilities
- Safe children`s play areas
- Riverside walking and exercise tracks
- Improved environmental and ecological conditions

₹3,108 Crore Ring Main Pipeline for 24x7 Water Supply

To ensure long-term water security, the Budget has allocated ₹3,108 crore for the Ring Main Pipeline System Project.

The project will interconnect Chennai`s major water sources and distribution stations, creating a citywide water grid capable of delivering 24x7 clean drinking water. The ambitious project is targeted for completion by 2030–31.

₹2,117 Crore for Integrated Urban Development

The Chief Minister`s Integrated Urban Development Mission has received an allocation of ₹2,117 crore to improve urban infrastructure across Tamil Nadu.

The mission includes:

- Urban mobility improvements
- Underground sewerage systems
- Integrated solid waste management
- Water body conservation
- Expansion of green spaces
- AI-driven e-governance initiatives
- Women and child safety measures
- Urban public health improvement programmes

The initiative aims to eliminate infrastructure gaps and position Tamil Nadu as a national model for urban governance by 2031.

Smart Parking and Traffic Management for Chennai

For the Greater Chennai Corporation, which serves around 91 lakh residents, the government will implement several mobility projects.

The Intelligent Transport Management System (ITMS), developed in collaboration with the Chennai City Police and the Metropolitan Transport Corporation (MTC)C), is in its final implementation stage.

A comprehensive mobility plan will also introduce:

- Smart parking management at 20 key locations
- Upgraded industrial roads in Ambattur and Guindy
- Improved traffic flow and parking efficiency

Flood Mitigation and People-Friendly Streets

To improve flood resilience, the government will implement blue-green infrastructure projects around Chennai`s water bodies. Additional measures include retaining walls, upgraded civic water channels, and chain-link fencing to improve water flow and reduce urban flooding.

Municipal corporations across Tamil Nadu will also develop people-friendly streets featuring:

- Dedicated cycling tracks
- Green footpaths
- Safer road junctions
- Modern LED street lighting
- Safe school zones

The Budget reflects the Tamil Nadu government`s vision of creating cleaner rivers, reliable drinking water, smarter transport systems, and sustainable urban infrastructure while improving the overall quality of life for residents across the State.
