Tamil Nadu Makes Online Property Registration Mandatory for First-Sale Plots and Flats

Tamil Nadu has introduced a major change in the property registration process, making online, presence-less registration mandatory for first-sale plots and flats from Monday. The initiative aims to reduce visits to sub-registrar offices, improve transparency and make property registration more convenient for citizens.

Chief Minister M K Stalin launched the new system at the Secretariat on Monday. Under the first phase, documents related to the first sale of plots in approved layouts and first-sale flats can be registered only through the online system.

The initiative, announced earlier by Commercial Taxes and Registration Minister P Moorthy, is part of the Registration Department`s transition to the STAR 3.0 ecosystem. The new system is intended to reduce physical interaction with registration offices and improve transparency in property transactions.

Online Property Registration Without Visiting Sub-Registrar Offices

Builders, developers and applicants can create an account on the Tamil Nadu Registration Department portal and submit property registration documents online without visiting a sub-registrar office.

Executants, claimants and witnesses are required to upload their Aadhaar details and complete biometric authentication using fingerprint or iris verification.

Applications to Be Processed Within 24 Hours

According to the Registration Department, registering officers will process online applications within 24 hours. Applications may be registered, returned for corrections or rejected based on the documents submitted.

If a document is returned for rectification, applicants can make the necessary corrections and resubmit it within 30 days.

Digital Signature and QR Code for Registered Documents

Registered property documents will carry the digital signature of the sub-registrar. Users will also be able to download their registered documents through their online accounts for up to 60 days.

Each page of the document will feature a QR code containing registration details. A dynamic five-colour endorsement and digital verification system will also be used to strengthen document security and help prevent forgery.

Online Registration Expected to Reduce Office Crowds

The Tamil Nadu government expects the new online property registration system to significantly reduce footfall at sub-registrar offices.

Officials estimate that the online registration process could reduce crowds by around 30 per cent, while helping citizens save time and travel expenses.

The introduction of presence-less registration marks an important step towards digital property registration in Tamil Nadu, making the process more transparent, secure and convenient for property buyers, builders and developers.
