The current situation about the Otteri Nullah bridge construction in Chennai?

It was mentioned by Mr. Sekar Babu, minister for HR & CE that the construction of bridge over Otteri nullah connecting with Stephenson Road near perambur would be completed by the month of January in 2023.
Till now, 70% of the bridge construction works have been completed. .It is known that the construction of this bridge began in January 2022. This Was as per the minister. He added that girders would have to be placed and core portions of the bridge would have to be constructed. The rains have stopped the work temporarily now but the work will be over by December or by january.
Now, there is heavy traffic congestion at Ambedkar College Road, Cooks Road and in the Stephenson Rapid etc as the bridge construction work has not been completed.
It was mentioned by a zonal officer of Thiru Vi Ka Nagar that the officials have blocked the port of Oteri Nullah as the work is not yet completed now. This has led to minor traffic congestion.
The minister then spoke about how chennai received more than 40cm of rains in the last 5 days and how a fresh spell would begin from 9th November.It is true that there are no stagnations this year at those spots where inundations were witnessed in 2021.
