When will the new procedure to issue a driving licence without doing 8?

As per the present the system, even though the applicant for driving licence was trained in the private driving schools, note THE DRIVING LICENCE WILL BE GIVEN ONLY IF THE APPLICANT IS SUCCESSFUL IN THE TEST CONDUCTED INCLUDING MAKING AN ‘8’AT THE RTO (ROAD TRANSPORT OFFICES)!
However, the Central Ministry for Highways released a new procedure last month! In this notification, it is mentioned:
“Applicants who have completed training in private driving schools can apply for getting a driving license.
THEY NEED NOT UNDERTAKE ANY EXCLUSIVE TESTS AT THE RTOS (ROAD TRANSPORT OFFICES).”
It was also informed that this new system will be implemented from 1st July!
Just because of the compulsory exercise of driving an ‘8’, many applicants FAIL TO GET THE DRIVING LICENCE. These applicants were delighted to receive the above welcome news!
However, though today is 6th July, the procedure above HAS NOT BEEN IMPLEMENTED SO FAR!
When the press reporters inquired about this to the Tamil Nadu State Minister for Transport Rajakannappan, he shared that ONLY AFTER CONSULTING AND REVIEWING WITH THE CONCERNED CENTRAL MINISTRY THAT THE NEW ORDER REGARDING NO NEED FOR DRIVING AN ‘8’ IN THE RTOs, A DECISION WILL BE TAKEN IN THIS REGARD!
