Only strict restrictions and NO lockdown in Chennai to control COVID spread- Is this enough?

Since early March, the state of TN has been witnessing a rise in the number of Coronavirus positive cases. It must be noted that after a steady decrease in the cases the daily count went above 500 on 5th March 2021. Yesterday, 7th April 2021, the daily covid-19 count almost touched 4000 and this had made many to worry.
The experts were of the opinion that blanket lockdown would not provide a solution and strict restrictions and regulations for local situations would be good. It is now said that poor compliance with pandemic has been one of the reasons for this increase in the number of cases now. The experts believe that the role of new variants is also playing their part in this rise.
It was mentioned by Dr. Jacob john, retired professor of virology, CMC, Vellore, that he never expected a second Covid-19 wave. He threw light on how 60% of the population was already affected in the first wave and 40% remained unaffected. He was of the view that both human as well as vital elements came together at a wrong time leading to surge in cases.
Truth is that India was not testing for mutants or variants and the currently rapidly spreading virus has to be one or more fast spreading mutants. The way the numbers have been growing now is totally different from the way numbers grew last time. It has been revealed that R value or reproduction value would be twice than that of last time. Dr Jacob John highlighted that faster spreading variants along with absence of precautions have resulted in an increased number of cases.
According to Dr. Prabhdeep Kaur, deputy director, NIE-ICMR, it was clear that a combination of factors have led to an increase in the Coronavirus cases. She shed light on how poor compliance Covid-19 appropriate behaviour was one factor that increased the cases. Public not wearing facemasks and not maintaining social distancing etc have increased the cases. She added that the size of gatherings has increased due to the elections or weddings etc and recent opening of educational institutions have also been responsible for the surge.
