Order of the Chief Secretary, TN State government - lockdown monitoring!

An order has been released by the Chief Secretary of the state government of Tamil Nadu to all concerned Law and order agencies regarding the stringent monitoring on violation of the presently imposed lockdown throughout the country.
The text of this order mention:
“Delegation of power to issue movement passes from the Collector and the Commissioners of Corporations to Tashildars and Deputy Commissioners is observed to be not working satisfactorily!
Too many people are on the roads!
Honourable Chief Minister has directed that such delegation is cancelled with immediate effect! It will be centralized as earlier and only collectors through Personal Assistant (General) and Commissioner, Greater Chennai Corporation will issue passes only for marriage, hospital and death purposes after due verification to control public movement.”
