In Chennai suburbs, there are many unauthorized working womens hostels functioning now

Under the TN state regulation drive, many unauthorized working women’s hostels are being regularized is known. Information is many private working women hostels in Chennai suburbs are taking cover under the loopholes of TN Hostels and Homes for Women and Children (Regulation) Act. These hostels are thriving illegally now and they have caught the attention of many.

It must be noted that just 9 working women’s hostels have sought for registration in Thiruvallur districts and this was as per an official data sourced from Kancheepuram and Thiruvallur districts. These hostels are present in places like Kattupakkam, Avadi and Poonamallee in Chennai suburbs. In the Kancheepuram district, as many as 150 working women’s hostels have applied for the registration and 50 hostels are in Navalur and 20 in Perungalathur in the Chennai suburbs.

It was mentioned by an official belonging to social welfare department that the applications are being processed. It is important to note that in the core Chennai city areas more than 1000 working women’s hostels have applied for registration.

More than 90% of private working women’s hostels are running illegally and this was as per Chennai city social activist, Mr. Unnikrishnan. He spoke about how these illegal hostels do not have a name board and mandatory license of the respective district administrations. Point is these hostels do not follow the building regulations of CMDA and Town and Country Planning Act. He expressed his shock about how the local bodies gave sanitary certificates to the buildings that have got infrastructure for just 5 persons but lodge 10 times the number.

It must not be forgotten that in December 2018 a working women’s hostel in Adambakkam in Chennai grabbed the eyeballs as the bathrooms and other places in this hostel had 9 hidden cameras. The owner of this hostel was arrested later. Point to be noted is the crackdown on unauthorized working women’s hostels got intensified after the above said incident.

Information is women should only be appointed as wardens for women’s hostels and approvals/ licences should be got from fire safety and rescue services, health and revenue departments, local bodies before applying with the respective district collectorates. This was as per the rules notified under Tamil Nadu Hostels and Homes for Women and Children (Regulation) Act, 2014.

It has been revealed by a former owner of a working women’s hostel in Vadapalani that many loopholes exist in the Act and gives space for violations. She then added that the working women do not know about the regulations. Point is officials have passed the buck to hostel owners and inmates. An official spoke about how 6 months of time has been set to bring all the unauthorized working women’s hostels in Kancheepuram and Thiruvallur districts under the Act.
