A new change proposed in government schools - LKG to +2 classes in the same complex

The state government of Tamil Nadu has planned to set up all schools to have classes starting from LKG to +2 in the same school complex.
There are 57000 schools under the state government sector and the private sector in the state of Tamil Nadu. Out of these, 37000 schools belong to the state government. This consists of 24000 primary schools, 7200 middle schools, 3000 high schools, and 2800 higher secondary schools.
As the schools are presently operating in different categories – primary, middle-level, high schools, and higher secondary schools – the situation demands the students to change schools as soon as they complete one level.
Due to this, many students get their transfer certificates after completing one category but do not continue their studies in new schools- instead, they discontinue their studies.
In order to prevent this aspect, the Department of School Education of the State Government of Tamil Nadu has decided to make all schools as complexes where all classes from LKG to +2 are conducted.
As the 1st Phase of this plan, 1 school per district will be set up as a school complex where classes from LKG to +2. Subsequently, this scheme would be extended this scheme in different circles.
The Chief Secretary of the Department of School Education of the state government has recently discussed in a meeting conducted with the Primary Education Officers in Chennai.
She informed that it is a pressing emergent situation when this must be implemented immediately. Even if some political opposition is encountered, it has to be met and these proposed changes must be carried out immediately.
Once this proposal is implemented, sets of schools will be merged together. This may lead to the closure of over 1000 schools.
As the number of admissions in government schools has come down drastically, there are less than 10 students only in several schools. However, there is a minimum of 2 teachers in these schools. Around Rs. 1.5 Lakhs is expended for these staff.
With other factors of expenses such as infrastructure, etc., huge expenses are incurred. With the lesser number of students, the central government has stopped giving financial assistance to 3003 schools. So, the School Education Department has decided to merge these schools. For this purpose, all classes from LKG to +2 in a single complex will be implemented.
Thus, the school education department circles inform that there is a compulsion for the state government to implement this proposal immediately.
