Central Government: GST even for cancellation of train tickets!!

The Central Ministry of Finance has announced that even in case of the cancellation of a reserved train ticket, GST (Goods and Services Tax) will also be deducted along with service charges.
However, the Central Ministry of Finance has further informed us that this GST for cancellation is only for the air-conditioned and first-class train tickets booked!
In a notification released by the Central Ministry of Finance in this regard, it is mentioned:
"The train tickets for passengers are issued based on a contract agreement agencies. In case the passengers had reserved train tickets and then cancel the same, service charges were deducted from the refund for the contract agencies.
In case of cancellation of train tickets booked for Air-conditioned and First Class tickets, 5% GST will also be deducted along with the service charges for cancellation.
Similarly, even the reservations cancelled for flight tickets and staying lodges will also entail GST will be deducted!"
