A bold master plan to transform Chennai into a world - class city

Chief Minister Vijay has issued a major directive to shape the future of Chennai, with a vision to turn the city into a global-standard urban hub. As part of the plan, officials have been asked to prepare the third master plan for the next 20 years, aligned with international standards.

The goal is simple but ambitious, to transform Chennai into a city that can stand alongside leading global cities like New York.

1. Vertical growth for a modern skyline
Instead of spreading outward, Chennai will now grow upward. The plan encourages high-rise development, especially around metro corridors and commercial hubs. By increasing Floor Space Index (FSI), the city aims to ease land pressure and make better use of available space.

2. Mixed-use neighborhoods
Homes, offices, schools, shopping, and essential services will all be located closer to each other. This will reduce long daily commutes and help build walkable, healthier communities. The idea follows successful urban models seen in countries like Japan and several European cities.

3. Blue-Green infrastructure focus
The city’s water bodies and green spaces will be developed together as part of urban planning. This approach is designed to reduce flooding risks while also improving the city’s environmental quality and climate resilience.

4. In-situ redevelopment for slum areas
Instead of relocating residents, redevelopment will take place within the same areas. People living in informal settlements will be provided modern housing where they already live, helping preserve community ties while improving living standards.
