Registrar Offices resume on 20th April: 24 tokens must be registered in a day

The Inspector-General Jothi Nirmalasamy, Registration Department has announced that the Registration Offices will resume functioning from 20th April. The  IG has advised the registrars that 24 tokens issued must be registered per day!

A circular sent in this regard specifies:
  • It has been ordered for certain state government offices to function from 20th April (Monday) with employees of cadres A and B and 33% of the employees under cadres C and D.
  • A washbasin or hand-washing place must be set up at the entrance with soap and water - the public visiting must be insisted to wash their hands first before being allowed in.
  • The procedure of getting the fingerprints when visitors enter is being stopped temporarily.
  • As 1 fingerprint device has been linked with each computer, it is advised that the employees must keep some fingerprint devices separately for the functions of setting evidence of the table, and setting evidence of the scanned images of the registration documents.
  • 1 or 2 separate fingerprint devices MUST be kept for obtaining fingerprints from the public.
  • A special register must be kept at the entrance to record the names, telephone number, etc., of the visiting public date-wise and this register must be regularly updated and maintained.
  • It is insisted that visitors must be subjected to thermal scanning and then only permitted in. Do not appoint persons above 55 years of age and the employees who had been sick for the registration
  • With sufficient interval between 1 task to the next, and to facilitate 4 tokens per hour for registration, the software has been modified to accept 24 tokens per day. The work schedule has also been modified to 4 tokes from 10.00 AM to 11.00 AM, 4 tokens from 11.00 AM to 12.00 Noon, 4 tokens from 12.00 Noon to 1.00 PM, lunch-break from 1.00 PM to 2.00 PM, 4 tokens from 2.00 PM to 3.00 PM, 4 tokens from 3.00 PM to 4.00 PM, and 4 tokens from 4.00 PM to 5.00 PM  
  • Only after entirely completing one registration and the concerned persons depart from the place, the next registration must be undertaken. The Public must make all payments online.
  • The public is not allowed out in the areas where the impact of the coronavirus infection has been more severe. So, the details regarding these places may be obtained from the District Collector.
  • In case any of the persons referred to in the registration document belongs to the controlled area announced by the state government, that document need not be considered for registration.
  • With the Registration Office located in a controlled area and the entry banned for the public, this particular office can be shifted to the nearest Assistant Registrar�s Office or District Registrar Office or the Sub-Registrar Office on a temporary basis.
  • The employees residing in controlled areas must not be allowed to work in the office.
  • As the transport facility is not available, if a person could not attend duty at a particular office, the person can be temporarily appointed at the office located nearest to his/her residence!
There are strong prospects that by keeping the sub-registrar office open and functioning, an environment of not being able to maintain social d distancing or unable to follow the lockdown guidelines!  As such, the Tamil Nadu Registrars� Association and the Tamil Nadu Ministry Employees Association have appealed that all Registration activities must be stopped until 3rd May when a lockdown is scheduled to conclude!  In this scenario, IG�s announcement that Registrar Offices will resume functioning from 20th April has created a lot of excitements in the Registrar Offices Circles!
