Tamil Nadu Introduces New Scheme for At-Home Document Registration

The Tamil Nadu Registration Department is set to introduce major reforms under its new ‘STAR 3.0’ project, aimed at making deed registration faster, simpler, and completely hassle-free for the public. The initiative is being implemented under the guidance of Inspector General of Registration Dinesh Ponraj Oliver, following the directives of Chief Minister M.K. Stalin.

Across the state, 590 sub-registrar offices handle property registrations, marriage registrations, loan documents, wills, and settlement deeds. These offices often witness heavy crowds, with long waiting times to complete registrations and receive documents. To eliminate these delays, the Registration Department has begun digitising operations and introducing new technology-driven solutions.

Key Reforms Under STAR 3.0

Register property from home: Citizens will soon be able to buy and sell apartment units or land parcels from their homes, completing the entire process in just 10 minutes.

Instant certified copies: The new ‘System Generated Signature’ method will allow certified copies of registered documents to be issued within minutes, replacing the current wait time of 2–7 days.

Online registration for residents’ associations: Residential welfare associations will no longer need to visit offices. A dedicated software system now enables online submission and approval from home.

Housing Board deed registration at source: Buyers of Housing Board flats will be able to complete deed registration at the Housing Board office itself, avoiding visits to sub-registrar offices.

These initiatives aim to ensure that citizens no longer face long queues, repeated visits, or delays in accessing essential registration services.

Chief Minister M.K. Stalin is expected to launch the STAR 3.0 services for the public in the coming days, marking a major leap forward in digitisation and citizen convenience in Tamil Nadu.
