Time-bound services bill a big relief for common man

The Union Cabinet on Thursday approved a bill for providing time-bound delivery of services like issuing of passports, caste certificates, ration cards and tax refunds etc.; The approval has become a boon to common citizens to iconoclast people.

The bill which was introduced in December 2011 as a counter measure to Anna Hazare`s movement is one of the key measures of the UPA government to provide better administration.

The cabinet  comes with The Right of Citizens for Time Bound Delivery of Goods and Services and Redressal Of their Grievances Bill  with a penalty of Rs.250 a day to a maximum of Rs.50,000.

The Act will be enacted under the concurrent list, hence, all the states are bound to offer the entire gamut of services. 

It is believed the bill on delivery promises a more tangible sense of empowerment than a Lokpal as it deals every day corruption and red tapism.

The provisions of the bill allow a state or the central governance Redressal commission to refer a case of criminal investigation or inquiry by Lokpal, if the panel concludes that there is enough evidence for corruption for the delay in  dispensation of services.
