Get EC in a jiffy online

There is going to be no need for seek the sub-registrar office for obtaining encumbrance certificate, as this will soon be available in just a few clicks online. Instead of the manual seal and sub-registrar signature, there is going to be QR code authorization where the name of the sub-registrar office, name of the registration officer, date and time, etc. will be mentioned and can be read through electronic devices. Once the facility gets launched, it will be possible to get encumbrance certificate within minutes instead of the presence system where the manual method takes more than a week’s time.
With the introduction of this new online facility, the Registration Act, 1908 will have to be altered. According to the existing rules, the sub-registrar seal and signature are mandatory for which the public need to file an application. Now, the Act is getting amended so as to cater to the QR code procedure and replace the rules for signature and seal towards getting encumbrance certificate. The necessary government orders for imposing these rules are currently being done and in a few weeks, all these shall come to effect, say officials. By the initial days of September, the facility shall get launched following the test run performed on the QR enabled encumbrance certificate.
In spite of the online availability of the encumbrance certificate, one can also get the EC copies at sub-registrar offices. According to sources, at times of property purchase or land mortgaging, the EC will be necessary. This certificate contains all the related transactions pertaining to a specific property over a stipulated time period. The entire information about earlier transactions will be included so that the applicant will know who the present owner of the property is. Usually, encumbrance certificate for the past 3 years will be usually obtained prior to investing in any kind of property. About one week time will be required for getting the certificate for one plot, said another official. For the first year, a charge of Rs 30 will be charged and for the every additional year, Rs 10 will be charged. For the signed encumbrance certificate, a sum of Rs 100 will be collected.
According to the government data of 2017-18, a total of 30.78 lakh EC are rolled out, producing a sum of Rs 141.80 crore. EC through QR code will remain to be a paid service, they add.
