What to do without any bank account for exchange currency notes?

Only one answer for this question - the people without any bank savings account will need to open a new account.
Anyone exchange currency notes worth up to Rs. 4000/- in any bank by showing the ID card.
However, one cannot exchange currency worth more than Rs. 4000/-. So, it has been allowed to credit the surplus amount in the respective savings bank account and to withdraw whenever required.
So, people without any saving bank account cannot exchange currency notes. They can do it only after opening a new bank savings account.
