Heavy congestion at toll gates - exchange of currency notes

As it has been announced that the currency notes of denominations Rs. 500 and Rs. 1000 will be accepted at toll gates, there has been a terrific heavy congestion of vehicles piling in toll gates leading to heavy traffic congestion as well as disputes among the vehicle drivers and the tollgate officials.
It is understood that some of the toll gates refuse to accept Rs. 500 and Rs. 1000 currency notes, there has been heavy arguments between the toll gate persons and the vehicle drivers.
Though some toll gates accept Rs. 500 notes, they have difficulty in paying back the change.
This has led to the scenario of a long line of vehicles piling over a long distance.
