BSNL Sensational offer - Rs. 50/- for 20 GB data

Information has been gathered that BSNL may offer 20 GB 3G data at Rs. 50/-.
Many mobile service providers have been offering high-speed internet service (3G and 4G).
In this scenario, there is a sudden sensational announcement that BSNL is likely to offer its 3G Services @ Rs. 50/- for 20 GB.
Information is gathered that BSNL has come out with this ultra-concessional offer as per Prime Minister`s Digital India Plan and that this would be implemented with central government subsidy.
An additional feature is that this offer can be either used by a single person or can be shared by 4 persons within the country.
For residents in rural areas, one person in the family can buy this package and share it with 4 others. News was gathered that BSNL Allahabad General Manager Mr. Ram Subba Rao informed these details. However, BSNL officials have not confirmed this.
Currently, all major mobile service providers are charging from Rs. 160/- to Rs. 250/- for 1GB data in 3G. BSNL offering 20 times as much as this is expected to draw more customers towards BSNL. At the same time, a question has been raised whether this is OK as per TRAI rules and regulations.
