A study by Bangalore-established Janaagraha Centre for ‘Citizenship and Democracy’ has graded Chennai 12th, way after Kolkata, Thiruvananthapuram, Bhopal and Patna.

The yearly study estimates the recital of about 21 cities, counting 18 state capitals, on four factors:

Urban Planning and Design (UPD),
Urban Capacities and Resources (UCR),
Empowered and Legitimate Political Representation (ELPR), and
Transparency, Accountability and Participation (TAP).

All these cities were set marks alongside worldwide standards of London and New York.

On the whole the Chennai`s score was a decimal less than the standard tally for all Indian cities which prevail at 3.3, with Kolkata apex the survey, trailed by Thiruvananthapuram, Bhopal and Kolkata. This is lot less than London, which attains 9.6.

Even though Chennai came forth under the category of urban planning, perhaps due to the sequence of civic and transport proposals like the imminent Metro rail that is in progress its rank swings amid 10 and 15 for other factors.

In sufficient experiences manpower, sizeable dearth of staff and unclearness in the public administration are amongst the prime reasons for Chennai casing at the back of the most cities.

During inspections, the survey revealed that only 3 out of 21 cities have divulged their local audits in the civic field and no one has release their reviewed yearly accounts. No Indian city instructs an autonomous, peripheral auditor to assess its yearly records, illustrated the study.
