University Grants Commission (UGC) says no to new Engineering colleges or courses this year

Starting of new technical colleges or starting new courses by the existing ones will be delayed by one year as per the appeal of University Grants Commission (UGC).
In a letter to the Vice Chancellors of all Universities, UGC has mentioned that this is in continuation of the earlier communication vide D.O. No. 14-9/2013 (CPP-II) dated August 7, 2013 of University Grants Commission. It is also in view of the pattern of enrolment in colleges providing technical education vis-a-vis the approved intake capacity thereof over the last couple of years (data collected from AICTE). The one-year delay is on:
1. Affiliation of fresh colleges providing technical education, by universities; and
2. An approval of increase in the intake of students in technical colleges.
All affiliating universities have been asked not to invite or process any application from colleges providing technical education for the academic year 2014-15. However, an application other than the ones mentioned above may be considered in accordance with UGC [AFFILIATION OF COLLEGES OFFERING TECHNICAL EDUCATION BY UNIVERSITIES] REGULATIONS, 2014, says the communication of the UGC.
According to the news report, Supreme Court on April 25, 2013 has ruled that colleges affiliated to a University do not come under the knowledge of the definition of "Technical Institution" as defined under Section 2 (h) of the AICTE Act, 1987.
Under the circumstances, it has become compulsory for the universities and UGC to evolve a suitable methodology to ensure that existing technical/engineering colleges affiliated to universities do not decrease the standards of technical education imparted by them".
