If the proposal to construct free public toilets in the important zones like Royapuram, Thiru Vi Ka Nagar and Teynampet becomes a reality, then the residents in these places would feel very happy!!
The news that has come out now is that the Chennai Corporation has sent a proposal to the Tamil Nadu government seeking administrative sanction for construction of free toilets for the public. An amount of Rs 429.73 crores would be spent for the free public toilets construction in the above said zones. These toilets would be functioning on a public-private partnership basis.
It must be taken into account that under the plan the contractors would be asked to design, finance, build,operate and transfer (DFBOT) the facility for 9 years. For activities like designing, building and commissioning of the project, the first year would be used. For a period of 8 years, the facility would be operated and maintained and the contractors must not collect fees from the public.
On a pilot basis, the project would be implemented in the 3 above said GCC zones. Later on, it would be extended to other 12 zones also.
As per a resolution that was passed by the council yesterday, it was clear that the project`s total estimated costs would be Rs 82.22 crores with GST. It mentioned that the operational costs and annuity interest would be Rs 322.86 cr and Rs 24.64 cr respectively. It is learnt that the contractors would be able to generate revenue by putting up advertisements on the toilet facilities.
The contractors would have to pay GCC applicable statutory charges and levies for advertisements etc and by this stream of income would be generated. It must be noted that CMRL would take over the construction of a multimodal complex at Broadway in Chennai. This was as per another resolution.
