Relaxations during the 4th Phase of Lockdown!

Information is gathered that during the 4th Phase of the lockdown conditions to be imposed shortly, there are prospects for the buses and flight services to be resumed and also, permission will be given to operating autos and taxis.

Prime Minister Narendra Modi had indicated that the 4th Phase of Lockdown, which is set to commence on 18th May, will be entirely different in format.

As regards the states, the state of Maharashtra, the most affected and top in the list of the corona-affected states in the country, has planned to extend the lockdown imposition. Maharashtra is not ready to permit inter-district transport yet! Or the resumption of offices as well! So, in Maharashtra, a few industries located in the orange and green zones may be permitted to operate.

As for the state of Gujarat, which is in the 2nd place in the most-affected list, the state government prefers to resume the industry sector in major cities to galvanise the state economy into action. It may be noted that out of the corona-virus affected in the state of Gujarat, about 70% are from Ahmadabad, Surat, and Vadodara (Baroda). So, relaxations may be allowed in the districts with less impact.

Apart from Gujrat, the states of Andhra, Karnataka, and Kerala have also recommended the resumption of the different sectors. Kerala plans to renovate the industries of Metro, local trains, domestic flights, restaurants/hotels and the tourism department.

At the same time, as migrant workers are already on return to their respective native states, the states of Bihar, Odisha, and Jharkhand are in favour of extending the lockdown with restrictions.

Though all activities are curbed in the red zones, the states prefer more relaxation in other zones.

In this scenario, the central government circle informs that the central government would focus its activities on the resumption of normality in the less-affected areas in the 4th Phase of lockdown.

The extent of relaxation in the 4th Phase will be decided after the central government�s review of the proposals from the different state governments regarding this. In this regard, the central home ministry is already focusing on the statistics of state-wise data of persons affected and the number of persons kept under isolation.

With around 12 Lakhs persons kept under monitoring, even if one section is declared positive, the number of infected persons will increase substantially and the actions may be initiated based on this particular aspect!

Most importantly, the authority to define the red zones may be handed over to the respective state governments. In relaxed areas, bus and flight services mamay be resumed.

In the areas less-affected by coronavirus, local buses may be operated with less number of passengers. Apart from the contained zones and red zones, even autos and taxis may be permitted to operate. Persons who get the government-authorised travel-pass maybe permitted to travel between states. Apart from the essential items being home-delivered, even other items may be permitted for home delivery.
