Prospects in pension concession for employees who retired without promotions!

The central government has issued a strict new order that compensation funds should be immediately made for the employees who retired from services before getting their promotions.
All central government employees and officers have the prospects to be recommended for promotion during their service periods. The employees in the list recommended for promotion can get it only after the meeting of the promotion committee. If this meeting gets delayed, there is a possibility for some employees to retire before getting their promotion orders. Thus, they are affected both on the monetary and career fronts.
Since these employees retired, there names are not considered when the promotion committee meets. This gives opportunity for some employees who were not in the original list. The retired persons do not get compensated for this loss.
Though they were not promoted legally, the salary rise must be accounted in the pension data as per government rules. So far, this issue has never been considered.
Now, it seems the time has come for this issue to be considered. It is established that only the promotion committee members should be held responsible for not meeting in the right time. It is not right for the employee with a long experience to miss this opportunity for none of his faults. It is not proper to send the employee with disappointment of missing the promotion.
The central ministry of government employees and training has now decided that the employees who retired deprives of promotion should be compensated at least now on a monetary basis.
The ministry has sent a detailed circular to make a list of employees in the above category and make the necessary monetary benefit accrued to them by including in their pension. This at least would ensure monetary benefit though the concerned employees missed the benefits of their pending promotions.
