State Government of Tamil Nadu: Power Connection can be given without a Certificate of Construction Completion!

The State Government of Tamil Nadu has announced that the power connection, drinking water and drain water links can be given without the Certificate of Construction completion.
In a circular sent by the City Administration Commissioner in this regard, it is mentioned:
"For the areas under the jurisdiction of the Metro City/City Administration as per the Tamil Nadu Integrated and Construction Act 2019, Rule Number 20, electricity connection, drinking water and drain water connections can be given connection may all be given WITHOUT THE CERTIFICATE OF CONSTRUCTION COMPLETION.
A CIRCULAR ON THIS regard HAS BEEN SENT TO ALL CITY AND METRO CITY ADMINISTRATION
As such, the metro city/.city administration department has ordered that Electricity Connection, Drinking water and Drain water connection CAN BE GIVEN EVEN BEFORE GETTING THE CERTIFICATE OF CONSTRUCTION COMPLETION.
As such, the Metro City/City administration Department has ordered that all residences of 12 metres in height with 3 apartments, OR buildings constructed 750 sq metres (8070 sq ft) and other factories of similar dimensions, CAN ALL BE GIVEN THE POWER, DRINKING WATER AND DRAIN WATER CONNECTIONS!
