What is surprising regarding Chennai in comparison with other TN districts now?

Yesterday, 11th April 2022, the fresh or daily Covid-19 cases were reduced to 28 in the state of Tamil Nadu. No deaths were reported and as many as 229 patients were taking treatment for this infection.
According to the health minister Mr. M. Subramaniam, Covid-19 cases have been coming down steadily and the public have been asked to take vaccinations and boosters etc. At the private hospitals, booster doses for those above the age of 45 are available.
The surprising piece of information is that in Chennai there were 10 fresh or new Covid-19 cases and it was the only district in TN to report cases in 2 digits now. Zero Covid cases have been reported from 28 districts belonging to TN now. After Chennai, Chengalpet district had 4 fresh Covid-19 cases followed by Madurai with 3 fresh cases. Districts like Coimbatore, Tirupur, Ranipet and Kancheepuram reported 2 cases each. Only one Covid-19 case was reported from other districts like Krishnagiri, Tiruvallur and Trichy.
