The Madras High Court has come up with a riveting judgement. There were reports that a lot of government school teachers are showing disinterest and being indisciplined at school in terms of grooming the children.

The High Court has ordered to check out all the movable and the immovable properties of all of the teaching staff members and non-teaching staff members of all government and government-aided schools. Furthermore, the Justice has also instructed to make sure that there is proper clarity on merit-cum seniority rather than depending only on seniority in terms of giving promotions to teachers. In addition, the judge has ordered for starting the use of Aadhar Enabled Biometric Attendance System called AEBAS to track attendance of both teaching staff and non-teaching staff. This judgement disposes off the writ petition filed by R.Annal, a government school teacher. According to what she argued, AEEBAS does not abide by the verdict by Supreme Court in the Puttaswamy case where use of Aadhar card was curbed.

Strict adherence to rules

Opposing her contention, the Justice Subremanian, in his note said for public servants, such Supreme Court orders will not be taken into account, as they are to work on contract basis. Hence, they will fall under the rules of the State government as and when there are new ones. He further pointed that teachers ought to impart good manners and discipline among children.

Such technological advancements are being introduced following increase in complaints about constant increase in indiscipline among government teachers. Hence, AEBAS is to be implemented. A lot of teachers do not be on time for the classes and they leave even before school hours get over. And they also indulge in activities that are non-professional.

The Justice further says when there is a public servant without willingness to get his Aadhar card, and abide by the latest attendance system, then he will have to opt for leaving the service, he adds. The Justice has made best use of the opportunity to instruct the Directorate of Vigilance and Anti-corruption to make a deep analysis of all movable and immovable assets of government school teachers.
