Tamil Nadu property registration update: People planning to register a house or a plot with a building in Tamil Nadu have received an important update. The Registration Department has introduced new guidelines aimed at reducing delays and simplifying the property registration process.

Under the new procedure, eligible property owners may be able to get their documents back without waiting for a physical field inspection, provided they submit the required undertaking and agree to pay the applicable stamp duty and registration charges based on the prescribed property value.

No Field Inspection for Certain Properties

Normally, when a property with a building is registered, officials may conduct a field inspection to verify the building and its value before returning the document.

Under the revised guidelines, applicants who meet the specified conditions can submit an undertaking or self-certification and pay the applicable charges without waiting for an on-site inspection.

This is expected to make the Tamil Nadu property registration process faster and more convenient for the public.

Buildings Below 2,500 Sq Ft

If the building has an area of less than 2,500 square feet and its value is below ₹1 crore, the applicant must pay stamp duty and registration charges based on whichever is higher:

The value declared through self-certification, or
The current value prescribed in the Public Works Department (PWD) valuation schedule.

If the applicant agrees to pay the charges based on the higher applicable value and submits the required undertaking, the document can be returned without a field inspection.

Buildings Above 2,500 Sq Ft

The same facility is applicable to buildings measuring more than 2,500 square feet, provided the property value is below ₹1 crore.

Applicants who accept the applicable valuation and pay the required stamp duty and registration fee can complete the registration process without waiting for a physical inspection.

Properties Valued Between ₹1 Crore and ₹5 Crore

For properties where the building value is above ₹1 crore but below ₹5 crore, an assessment report from an authorised building valuer must be submitted.

The applicable charges will be calculated based on whichever is higher:

- The value provided by the authorised valuer, or
- The value specified in the government valuation schedule.

This procedure is intended to reduce unnecessary delays in registering higher-value properties.

Properties Above ₹5 Crore

The revised procedure also covers properties valued at more than ₹5 crore. By following the prescribed valuation and payment requirements, property owners can avoid prolonged w waiting periods associated with the registration process.

This could be particularly useful for people registering high-value houses, buildings and other properties.

- Rules Also Apply to Apartments

- The new facility is also available for apartment registrations.

If the apartment measures less than 2,500 square feet, the document can be returned based on the self-certified value, subject to payment of the applicable charges and fulfilment of the required conditions.

Under-Construction Buildings Included

The facility also covers under-construction or incomplete buildings.

For such properties, applicants can pay the applicable charges based on whichever is higher between the self-certified value and the government-prescribed value. Once the required undertaking is submitted, the document can be obtained without a field inspection, subject to the applicable rules.

What Happens If the Applicant Does Not Accept the Higher Value?

If the document holder does not agree to the higher applicable valuation, the document will be referred for a physical inspection by the concerned officials.

Therefore, applicants who accept the prescribed valuation and agree to pay the applicable charges can potentially complete the registration process without waiting for a field inspection.
