Chennai and Kolkata Airports May Be Offered to Private Operators Under PPP Model

The central government is reportedly considering bringing Chennai and Kolkata airports under the Public Private Partnership (PPP) model to improve infrastructure, passenger facilities and service quality.

The Airports Authority of India (AAI) currently operates both airports. Under the proposed model, private operators could manage airport operations, maintenance and development, while air traffic control and related services are expected to remain with the AAI.

Tamil Nadu`s Request for Chennai Airport

In August 2026, Tamil Nadu Chief Minister C. Joseph Vijay reportedly wrote to Prime Minister Narendra Modi requesting a change in Chennai Airport`s operator to improve passenger management, aircraft operations and cargo handling.

Chennai Airport Passenger Traffic

Chennai Airport handled 23.01 million passengers in 2025 - 26, a 2.7% year-on-year increase. Its existing terminals can handle approximately 30 million passengers annually, with capacity expected to rise to 35 million after the new terminal becomes operational.

Kolkata Airport and the PPP Proposal

Kolkata Airport handles more than 21 million passengers annually and serves as a key aviation hub for eastern and northeastern India. Private participation could bring additional investment and operational expertise.

Separately, the Public-Private Partnership Appraisal Committee reportedly approved in principle a proposal to lease 11 airports in five clusters for 50 years. The proposal involving Chennai and Kolkata airports remains under consideration, and further details will depend on the government`s final decision.
