Chennai MRTS Handover: Railway Board Approves MoU for Tamil Nadu Government Takeover

The Ministry of Railways has approved the Memorandum of Understanding (MoU) between Southern Railway and the Tamil Nadu Governmentfor handing over the assets, operation and maintenance responsibilities of the Mass Rapid Transit System (MRTS) suburban services to the state government.

The agreement involving Southern Railway, the Government of Tamil Nadu and Chennai Metro Rail Limited (CMRL) marks a major step towards integrating Chennai`s MRTS with the city`s wider public transport network.

MRTS to Move Towards Chennai Metro Integration

Following the initial handover to the Tamil Nadu Government, a separate MoU will be executed for transferring the MRTS to Chennai Metro Rail Limited (CMRL).

The handover process is being coordinated by the Chennai Unified Metropolitan Transport Authority (CUMTA). The move is expected to improve coordination between Chennai`s suburban rail, metro and other public transport services.

90-Day MRTS Handover Period

Under the proposed agreement, the handover process is expected to be completed within 90 days of execution of the MoU.

Southern Railway will continue train operations and maintenance during a 24-month transition period, allowing the authorities to gradually transfer responsibilities and ensure continuity of services.

The transition arrangement is intended to support a smoother takeover of the MRTS system while maintaining services for daily commuters.

Chennai MRTS Network and Stations

The Chennai MRTS currently forms an important part of the city`s suburban rail network, connecting key areas across Chennai.

The network comprises 20 stations between Chennai Beach and St Thomas Mount. Its integration with the broader public transport system is expected to support more seamless multimodal travel for Chennai commuters.

The proposed takeover follows years of discussions about integrating the MRTS with Chennai Metro. The merger process dates back to 2011, making the latest Railway Board approval a significant development in Chennai`s public transport plans.

What Will the MRTS Takeover Mean for Chennai?

The integration of MRTS with the wider Chennai transport system could improve coordination between different modes of public transportation.

Potential benefits include:

- Better integration between MRTS and Chennai Metro services
- Improved multimodal connectivity
- More coordinated transport planning
- Better utilisation of MRTS infrastructure
- Greater convenience for daily commuters
- Improved integration with Chennai`s broader public transport network

Earlier government documents have also highlighted the potential for better synergy among different modes of transport following the MRTS handover.

MRTS Handover: What Happens Next?

The immediate step is the implementation of the approved MoU between Southern Railway and the Tamil Nadu Government.

After the state-level handover, a separate agreement will facilitate the transfer of the MRTS to CMRL. CUMTA will coordinate the handover and takeover process.

The 24-month transition period will allow Southern Railway and the state authorities to manage the operational transition while continuing MRTS services.

Chennai MRTS Integration: A Major Transport Development

The proposed Chennai MRTS takeover by the Tamil Nadu Government and subsequent integration with CMRL is an important development for the city`s public transport system.

With the Railway Board approving the MoU, the long-pending MRTS merger has moved into the implementation stage. The integration could eventually create a more connected public transport network combining MRTS, Chennai Metro and other modes of urban transportation.
