In a major move aimed at improving transparency and reducing irregularities, the Tamil Nadu government has announced that all tender-related processes in the Municipal Administration and Water Supply Department will now be conducted only through online mode.

The announcement was made by Municipal Administration Directorate Additional Chief Secretary K. Gagandeep Singh Bedi through an official circular issued to department authorities.

According to the circular, all officials must strictly follow legal procedures in municipal tenders and building plan approvals. The government has stressed the need for transparent and fair tender practices across all municipal bodies in Tamil Nadu.

Key Changes in Tender Procedures

The government has instructed officials not to insist on documents such as:

- Field inspection certificates
- Equipment availability certificates

Officials said these requirements could reveal bidder details in advance and affect the fairness of the tender process.

The circular also stated that:

- Earnest Money Deposit (EMD) and security deposits must be accepted only through online payment methods

- Applicants should not be called for unnecessary in-person visits

- Building approval applications must be processed within the prescribed timeline

Focus on Transparency and Faster Approvals

The Tamil Nadu government believes the new online-only tender system will improve transparency, reduce delays, and prevent malpractice in municipal contract procedures.

Officials also said the move will make the tender process more efficient and easier for contractors and applicants across the state.
