The paperless registration system for four types of property documents used to transfer property rights among family members will become mandatory from November 2, 2026.

According to the government order issued by Commercial Taxes and Registration Department Secretary J. Kumargurubaran, the new system will apply to family arrangement gift settlement deeds, release deeds, partition deeds and gift settlement cancellation deeds.

Under the new system, people registering these documents must prepare the documents online and upload the required supporting documents. The documents will be processed electronically through the Registration Department`s website.

After registration is completed, the registered document will be sent electronically to the applicant`s online account. The document will also be stored on the STAR platform.

Although the registration process will be paperless, the concerned parties must continue to appear in person before the Sub-Registrar. This direct verification will be carried out to confirm their identity and Aadhaar authentication.

However, paper-based activities such as handling and transporting documents, scanning, stamping and numbering pages will be eliminated under the new system.

The procedure is being introduced as the second phase of the STAR 3.0 project. As part of the first phase, a facility to register first-sale deeds of plots by sellers and builders from anywhere was launched on August 17.

The paperless registration system had already been introduced on January 22 under the Sprint-1 project.
