TNPDCL Introduces New System to Verify High Electricity Bills Before Generation

The Tamil Nadu Power Distribution Corporation Ltd (TNPDCL) has introduced a new system to temporarily block electricity bill generation for certain domestic consumers whose power consumption increases by 20% between billing cycles. Under the new mechanism, officials must physically verify the meter reading before the electricity bill is generated.

According to the latest instructions, the LT billing software will identify domestic consumers who recorded electricity consumption of more than 500 units in July or August 2026. If their consumption in September or October is 20% higher than the previous billing cycle, bill generation will be blocked and the service will be flagged for re-verification.

Officials have been instructed to complete the physical meter verification within three working days of the meter reading. The officer responsible for verification will be determined based on the amount of the excess electricity bill.

TNPDCL Bill Verification Based on Excess Amount

Cases involving an increase of less than ₹1,000 will be verified by an Inspector of Assessment or Revenue Supervisor.

For an increase of ₹1,001 to ₹2,000, verification will be handled by an Assistant Superintendent of the Revenue branch.

Cases involving an increase of ₹2,001 to ₹5,000 will be handled by an Assistant Treasury Officer, while an Assistant Accounts Officer will verify cases involving an increase of ₹5,001 to ₹10,000.

If the increase is more than ₹10,000, the case will be verified by an Assistant Executive Engineer of the sub-division.

Wrong Meter Reading and Electricity Bill Correction

If an incorrect meter reading is detected during physical verification, the electricity bill will be reassessed through the deletion process on the same day or the next working day.

If the meter reading matches the reading recorded by the assessor, the service will be cleared and the TNPDCL electricity bill will be generated.

Consumers who dispute the electricity consumption recorded during re-verification can request meter downloading through CMRI data by the MRT wing. However, consumers will have to pay the bill before the due date.

If the bill is subsequently revised, any excess payment will be adjusted in the consumer`s next electricity bill as per the existing procedure.

Disciplinary Action for Incorrect Meter Readings

The circular also provides for disciplinary action against assessors or Inspectors of Assessment if incorrect meter readings are identified during the re-verification process.

However, the new mechanism will not apply to meter readings capturured automatically through the mobile application using cable or Bluetooth, as these readings are recorded without manual intervention.

TNPDCL to Monitor Blocked Electricity Services

To monitor the process, TNPDCL has introduced a Services Blocked Report in its LT billing software. The report will track blocked services, verification status, updates and remarks.

The complete process—including physical meter re-verification, updating records and revising electricity bills must be completed within three working days.

Assistant Executive Engineers and Executive Engineers have been instructed to closely monitor the exercise and fix responsibility for any lapses in the verification process.
