GCC to Redevelop Pulla Avenue and Shastri Nagar 1st Avenue Under Complete Streets Project
The Greater Chennai Corporation (GCC) has announced plans to take up Complete Streets redevelopment on two more city roads — Pulla Avenue in Shenoy Nagar and Shastri Nagar 1st Avenue in Adyar. The civic body has invited bids to appoint a Project Management Consultant (PMC) to oversee the implementation of the works.
The redevelopment package also includes Racecourse Link Road, bringing the total length of the project to 3.6 km. Of this, Pulla Avenue accounts for 1.6 km, Shastri Nagar 1st Avenue for 1.2 km, and Racecourse Link Road for 0.8 km.
Major Revamp Planned for Pulla Avenue
A highly commercial stretch, Pulla Avenue is set for a comprehensive makeover. The redevelopment will cover the entire circular road along with the two connecting arms linking EVR Periyar Salai and Kilpauk Garden Road, significantly improving pedestrian access and traffic flow in the area.
Bituminous Roads Instead of Cobblestones
According to an assistant engineer from GCC’s Special Projects Department, the proposed design will feature bituminous road surfaces instead of cobblestones on all three roads, ensuring smoother vehicular movement and easier maintenance.
Part of World Bank–Funded Urban Upgrade
The project is being implemented under the Chennai City Partnership Project, through the Sustainable Urban Services Programme, with the aim of enhancing walkability, road safety, and overall urban infrastructure.

- Continuous and obstruction-free footpaths
- Reorganised carriageways
- Improved stormwater drains
- Revamped underground utility ducts
- Upgraded street lighting and signage
- New street furniture
