Ration Card Rule From October 1: Cards Unused for 6 Months to Be Temporarily Disabled

Ration card beneficiaries who have not used their cards to receive ration for the past six months may see their ration entitlements temporarily disabled from October 1, 2026.

According to recent reports, around 1.58 crore beneficiaries across the country are covered under the measure. The move is part of efforts to clean up the Public Distribution System (PDS) database and identify inactive, duplicate and potentially ineligible beneficiaries.

What Will Happen to Inactive Ration Cards?

The affected ration cards will initially be temporarily disabled. Beneficiaries` names will not be immediately removed from the PDS database.

A three-month window will be provided for eligible beneficiaries to establish their eligibility through e-KYC and verification. If the required process is completed within this period, the ration card can be reactivated.

The amended Targeted Public Distribution System (Control) Order provides for temporary disablement of such inactive cards, followed by a three-month period for field verification and e-KYC revalidation before a final decision is taken.

Why Are These Ration Cards Being Disabled?

The measure is intended to improve the accuracy of the PDS database and help identify inactive, duplicate and other potentially invalid beneficiary records.

The government has previously used measures such as digitisation, Aadhaar seeding and e-KYC to strengthen beneficiary authentication and improve the management of ration card records. The Department of Food and Public Distribution has also issued procedures for handling inactive or "silent" ration cards.

How Can a Temporarily Disabled Card Be Reactivated?

Beneficiaries whose cards are temporarily disabled can use the three-month verification period to complete the required e-KYC process and establish their eligibility.

Once the verification requirements are completed and the beneficiary is found eligible, the card can be brought back into active status.

Beneficiaries who have not used their ration cards for an extended period should therefore check their e-KYC status and contact their local ration department or Fair Price Shop for the applicable verification procedure.
