Chennai Corporation Sewage Fine: Up to Rs 5 Lakh for Illegal Connections

The Greater Chennai Corporation (GCC) has intensified its enforcement against residential and commercial buildings illegally discharging sewage into stormwater drains (SWDs), warning that violators could face fines ranging from Rs 10,000 to Rs 5 lakh.

The illegal connections pose serious public health risks, cause environmental pollution and obstruct rainwater flow, potentially worsening waterlogging during the monsoon season.

GCC Commissioner GS Sameeran has directed officials to initiate legal action against property owners and occupiers found discharging sewage into stormwater drains across Chennai.

Chennai Corporation Launches Joint Inspections

In a circular issued to prevent illegal sewage connections, the Commissioner instructed the GCC and Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) to conduct joint inspections across the city.

The inspection teams will identify and seal unauthorised sewage outlets connected to stormwater drains.

The Corporation will also maintain a registry containing details of illegal outlets, property owners or occupiers, inspection findings, sealed connections and fines imposed and collected to ensure effective monitoring and follow-up action.

Building owners have been advised to obtain authorised sewage connections through CMWSSB.

Each GCC zonal officer has been directed to appoint a nodal officer to coordinate inspections with CMWSSB officials, monitor enforcement activities and submit regular reports to the Corporation Commissioner. Details of fines collected must also be uploaded immediately to the GCC app.

Chennai Corporation Sewage Connection Fine Structure

According to fines approved through a GCC council resolution, penalties will vary depending on the type and size of the building.

Ordinary residential buildings:  Rs 10,000

Ordinary commercial buildings: Rs 25,000

Special residential buildings: Rs 50,000

Special commercial buildings: Rs 1 lakh

Multi-storey residential buildings: Rs 2 lakh

Multi-storey commercial buildings: Rs 5 lakh

Commercial multi-storey buildings will attract the maximum penalty of Rs 5 lakh for illegal sewage connections to stormwater drains.

Why Illegal Sewage Connections Are a Serious Concern

Stormwater drains are designed to carry rainwater, not sewage. Illegal sewage discharge can contaminate public spaces, create unhygienic conditions and interfere with drainage systems.

During heavy rainfall, blocked or contaminated drains can contribute to waterlogging and increase health risks for residents.

The GCC`s enforcement drive aims to improve sanitation, protect Chennai`s drainage infrastructure and prevent sewage-related problems during the monsoon.
