QR Code ID Mandatory: 3-Tier Security Introduced at Vote Counting Centres

The Election Commission of India has introduced a three-tier security system at vote counting centres, making QR code-based photo ID cards mandatory for entry.

As per the new guidelines, only authorized individuals will be allowed inside counting centres. This includes election officials, counting staff, candidates, and their agents. Each person must carry a valid photo ID card embedded with a QR code issued by the election authorities.

Under the new system, entry will be strictly controlled through a three-level verification process. In the first and second layers, photo identity cards issued by election officials will be checked manually. In the final layer, located near the inner security zone of the counting hall, entry will be granted only after successful QR code scanning and verification.

The new security arrangement will be implemented from the upcoming vote counting scheduled on May 4 for Assembly elections in states including Tamil Nadu, Kerala, Assam, West Bengal, and Puducherry, along with by-elections in several constituencies. The system will also be extended to future Lok Sabha and State Assembly elections.

The move aims to prevent unauthorized entry into counting centres and ensure transparency, security, and efficiency in the counting process. Reports of large gatherings of party workers and untrained individuals attempting to access counting centres prompted the introduction of stricter access control measures.

Additionally, dedicated media centres will be set up near counting halls to facilitate accredited journalists. Media access will continue based on official permissions issued by the Election Commission.

District Election Officers and Returning Officers have been instructed to make all necessary arrangements, including deploying trained personnel at checkpoints to ensure smooth and secure operations.

The Election Commission stated that strict adherence to these guidelines is essential to maintain the integrity and credibility of the vote counting process.
