Tamil Nadu New Secretariat: Pattinapakkam Site Reconsidered, ECR Locations Explored

The Tamil Nadu government is reportedly reconsidering Pattinapakkam as the proposed location for the new Secretariat-cum-Assembly complex and is exploring alternative sites along the East Coast Road (ECR).

The proposed Tamil Nadu new Secretariat project, estimated to cost around ₹1,200 crore, was initially planned on approximately 25.55 acres at Pattinapakkam. The proposed complex is expected to have a built-up area of around 20 lakh sq ft.

Pattinapakkam Secretariat Project Faces Opposition

The proposed Pattinapakkam Secretariat site has faced opposition from fishing communities, residents and political parties. Fisherfolk have raised concerns about their livelihood, access to the sea and fishing activities in the coastal area.

Representatives from several fishing hamlets have demanded that the government reconsider the proposed location and shift the project elsewhere.

The opposition has also come from political parties across the political spectrum, with various groups questioning the selection of Pattinapakkam for the new Secretariat and Assembly complex.

Alternative Locations Along ECR

Following the growing concerns, government sources have indicated that alternative locations along the East Coast Road are being examined.

However, as of September 19, 2026, there was no formal government order withdrawing Pattinapakkam as the proposed site. Further consultations are expected before a final decision is taken.

Why Is a New Secretariat Proposed?

The government had cited space constraints at the existing Secretariat at Fort St George and the need for a modern, integrated administrative facility as reasons for proposing the new complex.

The proposed Tamil Nadu Secretariat-cum-Assembly complex is expected to bring various administrative facilities together in a larger modern campus.
