ATM Money Debited but Cash Not Received? Know RBI Rules, Refund Timeline and How to File a Complaint

ATM Failed Transaction: Have you ever withdrawn money from an ATM only to find that no cash came out, even though the amount was deducted from your bank account? Such situations can be particularly stressful, especially when cash is needed for an emergency, medical expenses or travel. However, customers do not need to panic. The Reserve Bank of India (RBI) has established guidelines to protect customers facing failed ATM cash withdrawals and ensure that eligible transactions are reversed within the prescribed time.

With UPI payments becoming increasingly popular, ATMs continue to play an important role whenever physical cash is required. Knowing what to do when an ATM debits your account without dispensing cash can help you recover your money without unnecessary delays.

Why Does Money Get Debited Without Cash Being Dispensed?

An ATM transaction may fail because of a technical problem, a communication failure between the ATM and the bank`s server, or an issue with the cash dispensing mechanism.

In some cases, the transaction is processed successfully by the bank, but the machine fails to deliver the requested cash. As a result, customers receive an SMS confirming the debit even though they have not received any money.

What Should You Do Immediately at the ATM?

If your account is debited but the ATM does not dispense cash, take the following steps:

1. Collect the Transaction Receipt

Check whether the ATM has issued a failed transaction or declined receipt. It may contain important information, including the transaction ID, ATM identification number, date and time.

2. Take a Photograph of the ATM Screen

If no receipt is generated, photograph the error message or transaction status displayed on the ATM screen. Keep the debit SMS received from your bank as supporting evidence.

3. Contact Customer Care

Look for the bank`s customer care number and ATM identification number displayed at the ATM location. Call the helpline and report the failed withdrawal immediately. Make sure you obtain a complaint or reference number for future follow-up.

How to File an ATM Failed Transaction Complaint

If you cannot register a complaint through customer care, you can approach your bank through other available channels.

Through Mobile Banking or Net Banking: Log in to your bank`s official application or internet banking account. Navigate to the grievance redressal or ATM transaction dispute section and submit the complaint with the required transaction details.

By Visiting Your Bank Branch: Visit your bank branch and request an ATM failed transaction complaint form. Provide your debit card details, transaction date and time, ATM location, withdrawal amount and a copy of the debit SMS or transaction receipt.

Always retain the complaint ackcknowledgement and reference number.

RBI Rules: When Will the Debited Money Be Refunded?

According to RBI guidelines, when an ATM transaction results in an account debit but no cash is dispensed, the bank must reverse the transaction within T+5 calendar days from the transaction date.

Here, `T` refers to the date of the transaction.

If the bank fails to reverse the amount within this period, it is required to pay compensation of Rs. 100 per day for the delay beyond T+5 days, as prescribed under RBI guidelines.

What If the Bank Does Not Refund Your Money?

If the amount is not credited within the prescribed period, contact your bank again and follow up using your complaint reference number.

If the bank fails to resolve the issue satisfactorily, you can escalate the complaint through the RBI Complaint Management System under the RBI Integrated Ombudsman Scheme, subject to the applicable conditions.

Important Things ATM Users Should Remember

An ATM cash withdrawal failure does not necessarily mean your money is lost. Preserve the transaction evidence, report the issue to your bank and follow the prescribed complaint procedure.

Understanding the RBI`s ATM failed transaction rules can help customers protect their money and avoid unnecessary anxiety when an ATM deducts money without dispensing cash.
