Several rules related to household expenses, banking and official documentation are set to change from October 1, 2026. The changes cover LPG subsidy authentication, fixed deposit interest rates, and delayed birth and death registrations.

While these rules apply to different areas, they may affect routine financial transactions and documentation requirements for consumers and families.

LPG Subsidy Rule: Aadhaar Biometric Authentication Required

From October 1, domestic LPG consumers who are eligible for subsidy will need to complete Aadhaar-based biometric authentication to continue receiving the applicable subsidy on eligible cylinder refills.

The requirement is intended to ensure that subsidy benefits reach eligible beneficiaries and to help prevent duplicate, ineligible or diverted LPG connections.

However, failure to complete Aadhaar authentication does not automatically make an LPG connection unusable. The main impact is related to the subsidy benefit. Consumers who have not completed the required authentication may have to purchase LPG cylinders at the applicable market price, subject to government and oil marketing company rules.

As of September 19, 2026, around 27.43 crore active domestic LPG consumers had completed Aadhaar authentication, representing about 89.9% of the total active domestic LPG consumer base.

Consumers who have already completed the authentication process generally do not need to repeat it unless their LPG distributor or oil marketing company asks them to update or verify their details.

Those who have not yet completed the process can use several options. Aadhaar authentication can be completed during LPG cylinder delivery, by visiting the LPG distributor`s showroom, or through the respective oil marketing company`s mobile application.

Consumers eligible for LPG subsidy should check their Aadhaar authentication status before booking their next refill. Completing the process in advance may help avoid issues related to receiving the subsidy.

Fixed Deposit Rules: Interest Rates Based on Published Terms

Bank customers placing money in fixed deposits will also see greater clarity regarding the application of interest rates.

Banks are required to follow transparent and uniform interest-rate practices for comparable deposits under the applicable Reserve Bank of India directions. For deposits of similar amounts accepted on the same date, banks are generally expected to offer uniform interest rates across branches and customers, subject to permitted exceptions.

This means customers should not ordinarily receive different interest rates simply because they book the s same type of deposit at different branches or interact with different bank officials, provided the deposits fall under the same applicable category.

Banks are also required to disclose their interest-rate schedules in advance. Customers can therefore check the applicable rate based on factors such as deposit amount, tenure and customer category before opening an FD.

There can still be valid differences in interest rates where banks have clearly defined separate categories or slabs. For instance, senior citizens may be eligible for an additional interest rate, while bulk deposits and other permitted categories may have separate rates under the bank`s stated policy.

Customers opening or renewing an FD should therefore check the bank`s official rate card and verify the rate applicable to their exact deposit amount, tenure and customer category.

The published terms can also help customers compare fixed deposit rates when using online banking or visiting a branch.

Delayed Birth and Death Registration Rules

Families applying for delayed registration of births or deaths will also face additional verification requirements from October 1.

When registration is delayed by more than one year but is sought within two years, the information provided will require verification before the registration can proceed. The additional scrutiny is intended to improve the reliability of civil registration records.

Cases where the delay is more than two years will face a higher level of scrutiny. Such registrations will require an order from a Judicial Magistrate First Class (JMFC) before the process can be completed.

Birth and death certificates are important documents used for various legal, financial and administrative purposes. They may be required for inheritance and succession matters, insurance claims, pension-related procedures, school admissions, identity documentation and the settlement of bank accounts.

Families dealing with delayed registrations should therefore check the applicable documentation and verification requirements before beginning the registration process.
