Why are the details of students studying in classes 10 and 11 in TN schools required now?

The Directorate of Examinations has asked all the schools in Tamil Nadu to provide the details of all students who are studying in classes 10 and 11. The reason for that was the TN government was very keen to conduct public examinations for these school students.
Point is that all schools including the self- financing institutions have been asked to provide the number of working days where the students were present for the physical classes. From 1st of September, the schools have resumed for the board exam students and science labs were also operated for them.
The direct physical classes were not compulsory and many students stayed at their homes and attended online classes. This was according to a senior officer belonging to the school education department. He confirmed that these students would also be taken into account to ensure they also appear for the board examination.
In the last 2 weeks, there were heavy rains in Chennai as well in various parts belonging to Tamil Nadu and this resulted in power cuts in many places. As many students could not get internet services the online classes were suspended.
The authorities have been instructed to ensure all the schools who would be eligible for board examinations should attend exams after giving proper training to them. This was as per the official belonging to the school education department. In addition to this, the authorities have been given instructions to find out those students who do not want to appear for board examinations.
No deadline has been mentioned (to complete the registration process of the students appearing for board exams) by the directorate of examinations in its notification till now.
With regards to conducting board exams for students of class12, the directorate of examination has not yet come out with any details. For the board exams, more than 16 lakhs students of classes 10 and 11 would be appearing.
