Tamil Nadu exploring the issue of driving licences with new numbers to call-taxi & auto drivers!

Tamil Nadu state government has planned to issue new drivers’ licences, to be known as ‘UTIN’, to all call-taxi & auto drivers.

The government has decided that the drivers would be permitted to drive their vehicles only after getting these new licences.

As per the rules drafted under this scheme, the drivers operating in various areas will get a new 6-letter number, a combination of digits & numerals, called UTIN, from the respective Regional Transport Offices (RTOs). They will also be given a badge & a verification certificate from the police.

The call-taxi & auto drivers must keep these identities with them when they are driving the vehicles.

The vehicle owners will have to pay the security fee to the government and get the UTIN licence. Only then, they can drive the vehicles.

The owners/drivers should submit the data about their vehicle to the RTOs before the 10th of every month.

The data includes the owner’s name, registered address, the services offered, the rental charges, insurance data, control room number, grievance call number, etc. They should be shown through LCDs or LEDs.

An alarm button should be installed near the seat of the passenger. The vehicles should have been fitted with GPS & GPRS. The owners of the call-taxis/autos will be held responsible for the drivers’ behaviour.

Streamlining of all vehicles data has not been included so far the Motor Vehicles Act. These recent measures are meant to to take care of this aspect.

The government has sent circulars about these regulations to all the police & transport department officials to obtain their feedbacks & suggestions before implementation.
