Strict and severe conditions for film shooting in Metro Rail

Chennai Metro Phase 1 comprises of two corridors - Corridor 1 from Washermanpet to Airport and the Corridor 2 from Central to St. Thomas Mount. Now metro trains are being operated between Koyambedu and Alandur. In order to strengthen the security, CCTVs are installed at many places to be monitored.
Permission for the film shooting was denied for security reasons. Now in order to enhance the income it has been decided to give permission for shooting.
Chennai Metro Rail has now released the rates and conditions for the shooting. The details are as under:
Shooting can be held in metro rail as well as in the metro rail stations. The permission will be given to shoot between 10 AM to 12 midnight.
Prior permission should be obtained to shoot in the metro premises. Rs 12 Lakhs towards deposit should be paid. If the shooting is to take place in train as well as station Rs 15 lakhs towards deposit should be paid.
No separate train will be allotted for the shooting. Very few people will be permitted for the shooting. But the crew will be given maximum 60 minutes free time to set up the instruments/cameras etc. There will be no charge for this.
In case of any loss and / or damage caused to CMRL`s property, the applicable amount will be deducted from the security deposit or charged additionally in case it exceeds the security amount.
In case if the shooting is cancelled and if a request for cancellation is made before 7 days than 75% of the deposit will be refunded. If the request for the cancellation is made before 5 days than 50% of the deposit will be refunded. 25% of the deposit will be refunded if the request for cancellation is made before 3 days. After this no amount will be refunded.
