Technical Approach for Road Safety - Sensational association of TN Govt and IITM!!

At the IIT-Madras in Chennai, Centre for Excellence for Road Safety established by RPG has developed the Design Thinking Approach. It is well known that IITM is one of the premier educational institutes in India.  It is now said that this would be implemented by all the government departments in Tamil Nadu related to road safety especially it would be implemented by the police department.

To implement a scientific approach to road safety, IIT would join hands with the Tamil Nadu government. Recently, a MoU was signed between the Special Task Force on Road Safety belonging to the TN govt and the Centre for Excellence for Road Safety belonging to IIT-Madras.

The key objectives that would be achieved by this joint venture or JV would be

  • At identified accident sites, conducting forensic accident audits,
  • Considering human vehicular and road environments, developing a scientific accident investigations,
  • Detailed accident investigations covering all areas of safety
  • Submissions of recommendations to prevent accidents at hazardous locations along with photographs
  • Designing of experience based analysis
  • Identifying gaps in the collection of data
  • Establishing clear protocols for data collection and analysis
  • Data driven methods to formulate strategies for implementation recommendations
  • Scientific assessment of impacts on processing practices
  • Developing a SOP for efficient transportation implementation.
  • It was later revealed by the IIT director Prof Kamakoti that the educational institution was proud to be associating with the TBN police department for the sake of road safety. Designing an integrated road safety action plan in a short period of time would be possible and it would be done by IIT-M.

Mr. Vineet Wangade, TN additional director general of police and chairman of special task force on Road Safety spoke about how road safety would be strong only when safe users and safe roads go hand in hand. Based on the right technology, various projects would be identified and decisions would be made regarding which can be implemented and which cannot be implemented.

It is known that the police personnel have to keep an eye on various activities and are very busy. They spend most of the time regulating the traffic despite cities having a separate section for traffic.  Districts in TN have less number of constables. Point is that police personnel belonging to the law and order and crime department must look after traffic operations also.

In a day or in a month, just a few cases could only be recorded and this was due to the lack of enough police personnel. It is learnt that the objective of this JV between IIT-M and TN police department was to find short as well as long term solutions. This would be done by associating with the district collectors and other bodies that look after road safety. Preparatory worksks for the formation of TN Road Safety Authority would be carried out.

As per the Prof Venkatesh Balasubramaniam, RPG Laboratory, Engineering Design Department, IITM it was clear that to take a preventive action in the time interval before an accident, a scientific approach to implement road safety was essential. He is coordinating this initiative and he is the Head for the Centre for Excellence for Road Safety is wel known.

He then explained regarding how by using the 3M & E model a comprehensive and scientific assessment of an accident could be useful for post accident planning and implementation by the departments involved. He concluded that using the experiences in Tamil Nadu, the Road Safety Efficient Centre would be keen to work with The Ministry of Road Transport and Highways belonging to the Indian government. This would be to improve road safety across India.
